The Military Health System (MHS) Chief Information Office manages a central portfolio and funds used for budgeting, execution, tracking and reporting information management/information technology (IM/IT) assets.
Each portfolio area serves a specific need within the MHS. When new functionality is requested new capability categories are added to the central portfolio.
Each capability, or functionality, is identified by a unique numeric id. When some portion of a capability enters into a sustainment phase, a new sustainment capability is created. Sustainment capabilities use the original numeric ID, add a prefix of “S” and a suffix of “i.”
While each capability is unique, they will consist of one or more IT applications. Typically if information functionality is made up of more than one application, those applications are related in terms of what they support.
As an example, Capability 0038, Theater Integration of Enterprise Wide Applications for Remote Use is the capability for those clinical applications which are used in garrison. Functions that are designated with this capability have been slightly changed to work in the austere, low to no communications theater environment. To a user these applications look and behave very similarly to their garrison counterparts.
The FHP&R-sponsored portion of the MHS IM/IT Portfolio is made up of 11 unique capabilities, and 10 of those have one or more sustainment capabilities attached to them. In total, FHP&R manages 23 separate capabilities.
